Cost of Living in Puglia in 2026: A Family Budget for Lecce, Bari and Smaller Towns

Puglia is still one of the cheaper places to live in Italy, but “cheap” depends a lot on where you live and how many people you’re paying for. This guide works through the main costs for a family with children in 2026: rent in Lecce, Bari and smaller towns, utilities, groceries, eating out, transport, healthcare, childcare and schools, plus the family benefits that offset some of it. Every figure comes from a named 2026 source, listed at the end, and where no reliable figure exists we say so instead of guessing.

Summary: a monthly budget for a family of four

The table is an estimate for two adults and two school-age children renting an unfurnished 85 m² apartment. Rent uses August 2026 asking prices from Immobiliare.it. Utilities use ARERA’s 2026 reference prices. Groceries use ISTAT’s regional average. Transport assumes one monthly bus pass and one petrol car driven about 1,000 km a month at 6.5 liters per 100 km, insured in the local province.

Estimates based on the 2026 sources in each section below. Not included: TARI (waste tax), phones, clothing, childcare, school extras, eating out and leisure. Asking rents are usually higher than the rents actually agreed.

The core total leaves out childcare, school canteens, eating out and holidays. Those vary most from family to family and are covered section by section below. On the other side of the ledger, most families with children receive the Assegno Unico child benefit: between €117 and €408 a month for two children in 2026, depending on ISEE.

Housing

Rent is the biggest single cost, and it’s also where Puglia differs most from the rest of Italy. Idealista puts the regional average asking rent at €9.1 per m² a month in July 2026, up 5.6% on a year earlier. Immobiliare.it’s August 2026 figure for Puglia is €9.33 per m², up 6.3%.

Within cities the spread is narrower than you might expect. In Lecce, asking rents run from €8.24 per m² around the station to €9.84 in the centro. In Bari they range from about €8.43 in San Paolo to €14.15 in Picone and Carrassi. By province, Bari is the most expensive at €11.66 per m². Lecce comes in at €8.87, Brindisi €8.15, Taranto €7.52 and Foggia €7.31. Popular coastal towns can cost almost as much as Bari: Monopoli averaged €11.48 per m², up 13.7% in a year. Smaller inland towns are generally cheaper than the big cities and the popular coastal towns, but the rental market is thin: Martina Franca had only 53 homes listed for rent in August 2026, and Lecce 173.

If you’re thinking of buying, Immobiliare.it’s August 2026 average asking price was €1,662 per m² in Lecce and €2,325 in Bari.

For comparison, Corcoran’s August 2026 Manhattan rental report puts the average rent for a one-bedroom apartment in Manhattan at about $5,355 a month. That’s several times the cost of a whole family apartment in Lecce or Bari.

Utilities

Italy’s energy regulator, ARERA, publishes reference prices for households still on its protected tariffs. They’re a useful benchmark even if you sign up with a free-market supplier. Our guide to turning on gas and electricity in Italy explains how to open the contracts.

  • Electricity: the reference price is 31.63 cents per kWh including taxes from 1 July 2026. ARERA’s typical household, using 2,000 kWh a year on a 3 kW meter, paid €591.86 over the twelve months to 30 September 2026, about €49 a month. A family of four using air conditioning in summer will typically use more.
  • Gas: ARERA’s August 2026 price for protected customers was 143.72 cents per standard cubic meter, all in. At ARERA’s typical household use of 1,100 m³ a year, that works out to about €1,580 a year. Lecce and Bari are in Italy’s mild climate zone C, where heating is only allowed from 15 November to 31 March, so many homes on the coast use less gas than that. Inland hill towns are colder.
  • Water: Puglia’s water authority raised 2026 tariffs by 6.75%, which it says adds about €36 a year for a typical family using 200 m³. That implies a bill of roughly €530 a year, or about €45 a month.
  • TARI (waste tax): it’s charged by your comune based on floor area and household size, so there’s no single figure. Lecce approved its 2026 tariffs in July, with a total service cost of about €31.3 million, up from €30.0 million in 2025.
  • Internet: home fibre offers from the main providers cost about €23-28 a month in September 2026, with small discounts if you add a mobile plan.

Groceries

According to ISTAT’s household spending survey for 2024, the latest available (published October 2025), the average household in Puglia spent €1,999.72 a month on everything. Food and non-alcoholic drinks took 22.8% of that, about €456. Housing and utilities took 36.7%. The regional average covers households of every size, so a family of four will usually spend more on food than that figure suggests. Prices have also risen since 2024.

Weekly street markets and farm stands are often cheaper than supermarkets for fruit and vegetables in season, and discount chains are common across the region.

Eating out

Eating out is one of the more affordable parts of life here. In our guide to 15 local restaurants in Lecce, the typical spend listed on Google Maps is about €10 a head or less at a pizza-by-the-slice place, €10-20 at a popular pizzeria, €20-30 at a traditional trattoria, and €30-50 for seafood. Most restaurants add a coperto, a per-person cover charge that must be shown on the menu. It isn’t a tip. Tipping isn’t expected, though rounding up is appreciated. Asking for a half portion (mezza porzione) for a child is normal.

Transport

  • Buses in Lecce (SGM): €1.20 for a 60-minute ticket (€1.50 bought on board), €3 for a day ticket, €10 for 10 rides, €30 for a monthly pass and €280 for an annual pass. Students under 26 can get an annual pass for €250.
  • Buses in Bari (AMTAB): €0.90 for a single ride, €1.00 for 75 minutes, €2.20 for a day ticket (€1.50 bought on board), €35 for 30 days and €250 for 12 months.
  • Fuel: on 29 September 2026 the average self-service price in Puglia was €2.132 a liter for petrol and €2.334 for diesel, according to the Ministry of Enterprise. LPG was €0.734 a liter and methane €1.891 a kg.
  • Car insurance: IVASS, the insurance regulator, reports a national average of €422 actually paid for third-party car cover (RC auto) in the second quarter of 2026. Quotes in Puglia run higher. Segugio.it’s August 2026 averages were €502.89 in the province of Lecce, €592.11 in Bari and €703.98 in Foggia.

Outside Lecce and Bari, most families find a car hard to do without, especially for school runs and beach days.

Healthcare

  • Public healthcare (SSN): legal residents who work, and their dependants, register with the national health service for free. They’re assigned a GP, and children get a family pediatrician (pediatra di libera scelta). People who can’t register automatically, such as some non-EU residents who don’t work in Italy, can register voluntarily for a minimum of €2,000 a year, a figure set by the 2024 Budget Law.
  • Co-payments: specialist visits and tests carry a ticket of up to €36.15 per prescription. In Puglia, children under 6 in households with total income up to €36,151.98 are exempt (code E01), and income-based exemptions that expired in March 2026 were renewed automatically for those still eligible.
  • Private insurance: prices depend heavily on age, cover and pre-existing conditions, so get quotes for your own family rather than relying on averages.

Childcare and schools

  • Nursery (asilo nido, ages 0-3): municipal nurseries charge fees based on ISEE, and private ones set their own monthly fees. INPS’s Bonus Nido refunds fees paid: up to €3,600 a year (about €327 a month over 11 months) for children born from 1 January 2024 in families with an ISEE up to €40,000, and €1,500 a year above that or without an ISEE. For children born before 2024 the amounts are €3,000, €2,500 or €1,500, depending on ISEE (INPS circular 29 of 27 March 2026).
  • State schools: tuition is free from preschool (scuola dell’infanzia, ages 3-6) through high school. Primary school textbooks are free. From middle school onwards, families buy their own books.
  • School canteen: in Lecce, the price per meal depends on ISEE. The top rate applies to families with an ISEE above €25,000, non-residents and families without an ISEE, and the second child and any after that get 50% off. In Bari, families have a single enrollment window for 2026/27 canteen service, from 30 September to 15 October 2026, on the Omnibus platform.
  • Private and international schools: fees vary a lot by school and grade and aren’t always published, so ask each school for its current fee sheet.

Family benefits that offset the costs

The Assegno Unico Universale is paid monthly for each child under 21. In 2026 it ranges from €58.30 to €203.80 per child under 18. The maximum goes to families with an ISEE up to €17,468.51, and the minimum to those above €46,582.71 or who don’t submit an ISEE. Leisure with kids

Many of the best things to do with children in Puglia cost little or nothing: free public beaches (spiagge libere), town piazzas in the evening, festivals and the countryside. Beach clubs (lidi) charge for umbrellas and loungers, with prices rising in July and August. Italian state museums and archaeological sites are free for under-18s, and Lecce also has children’s museums and play-based activities for younger children.
