How much does a couple need to live in Puglia? Rent still decides most of the answer, and it changes sharply between Bari, Lecce and the smaller inland towns. This guide builds a real monthly budget for two adults with no dependents: housing, utilities, food, transport and healthcare, with September 2026 asking rents and named sources for every major figure.
By the Puglia Everyday editors. Last updated: 15 October 2026
These are working ranges, not a promise. Asking rents run higher than signed contracts. Utilities swing with the season. If you are weighing a longer stay under the foreign-pensioner tax rules, pair this budget with the 7% town list linked below.
Summary: a monthly budget for two adults
The table uses a 65 m2 unfurnished apartment (a typical two-room flat for a couple) at September 2026 Immobiliare.it asking rents. Utilities and groceries are ranges grounded in ARERA, AIP and ISTAT; transport assumes one city bus pass and one modest petrol car. Not included: TARI (waste tax), phones, clothing, eating out, holidays or private health insurance.
| Monthly cost | Lecce | Bari | Smaller inland town |
|---|---|---|---|
| Rent, 65 m2 (asking) | about €610 | about €845 | about €490-550 |
| Electricity | €40-70 | €40-70 | €40-70 |
| Gas (cook, hot water, heat) | €40-90 | €40-90 | €50-110 inland |
| Water | €30-45 | €30-45 | €30-45 |
| Fibre internet | €23-30 | €23-30 | €23-30 |
| Groceries (couple, mostly home cooking) | €280-350 | €280-350 | €260-330 |
| Bus pass (one adult) | €30 | €35 | often none |
| Car: fuel and third-party insurance | about €150-190 | about €160-200 | about €150-190 |
| Core monthly total | about €1,200-1,415 | about €1,450-1,660 | about €1,040-1,325 |
Rents use Lecce at €9.38/m2 and Bari at €12.97/m2 (Immobiliare.it, September 2026). Smaller inland towns use the cheaper provincial averages on the Puglia market page (Taranto and Foggia provinces sit near €7.40-7.50/m2; Brindisi province around €8.06). Asking prices are usually higher than the rent you finally agree.
Housing
Across Puglia, Immobiliare.it’s September 2026 regional asking rent averaged €9.37/m2, up 5.16% on a year earlier. By province, Bari led at €11.71/m2; Lecce province sat at €8.91; Brindisi €8.06; Taranto €7.53; Foggia €7.39 (Immobiliare.it Puglia).
Inside the cities the spread is wide. Lecce’s city average was €9.38/m2, from about €8.45 near the station to €9.91 in the centro. Bari’s city average was €12.97/m2, from about €8.60 in Carbonara / Ceglie / Loseto to €13.95 in Picone, Carrassi, San Pasquale and Mungivacca. Popular coastal towns often price closer to Bari than to inland centers.
For a couple, 60-70 m2 is usually enough: one bedroom, a living room with a kitchen corner, and a balcony if you are lucky. Thin markets matter more than the average. Small towns list fewer rentals, so the right flat can take weeks, and landlords still often prefer annual contracts paid by bank transfer.
If you are buying rather than renting, September 2026 asking sale prices averaged €1,673/m2 in Lecce and €2,344/m2 in Bari. Coastal and historic-center pockets run higher. For tax planning on a pension move, see our 7% tax towns in Puglia for 2026.
Utilities
Our separate guide to turning on gas and electricity in Italy covers the contracts. The bill ranges below are for a couple in a modest apartment once the meters are active.
Electricity. From 1 October 2026, ARERA’s reference price for the typical vulnerable customer on the protected tariff (Maggior Tutela) is 43.43 cents/kWh including taxes. The same customer is on track for about €665 for calendar year 2026, roughly €55 a month (ARERA, 29 September 2026). Most households are on the free market, so treat that figure as a benchmark. A couple without heavy air-conditioning often lands in the €40-70 range; a hot Salento August with the units running hard can push a single month higher.
Gas. Cooking and hot water are steady; heating is seasonal. Lecce and Bari sit in climate zone C, where heating is only allowed from 15 November to 31 March, so winter drives the yearly average. Inland hill towns run colder and use more. Averaged over the year, €40-90 a month is a fair working range for a couple on the coast; budget more inland.
Water. The Autorità Idrica Pugliese raised 2026 tariffs by 6.75% (Delibera 69/2026). For a household using about 200 m3 a year, AIP puts the increase at roughly €36 a year, a few cents a day (AIP, September 2026). In practice many couples still see water bills around €30-45 a month once sewage and fixed charges are in.
TARI (waste tax) is set by your comune from floor area and household size, so there is no single regional figure. Pay it once a year or in installments; leave room for it outside the monthly core.
Internet. Home fibre from the main providers usually falls around €23-30 a month in late 2026, sometimes less with a mobile add-on. Coverage is strong in Lecce and Bari; check the address in smaller towns before you sign a lease.
Groceries and the table
ISTAT’s 2025 household spending survey puts average monthly consumption in Puglia at about €1,975, the lowest regional band with Calabria. Food and non-alcoholic drinks took 22.5% of that, about €444 a month across households of every size; housing and utilities took 39.2% (ISTAT via Regione Puglia, October 2026).
A couple cooking most meals usually sits below that food average. Our working range is €280-350 a month if you lean on weekly markets and discount chains, and higher if you buy mostly packaged or imported goods. Fruit and vegetables in season are where Puglia is kindest to a budget.
We do a Saturday market run most weeks, and the difference between summer tomatoes and a February supermarket pack is not subtle. For where to shop, see our guide to Puglia’s farmers markets, and for the autumn mill window our olive harvest and olio nuovo guide.
Eating out is the flexible line. A weekday pranzo di lavoro (set lunch) often runs €12-18 per person. A simple trattoria dinner for two, wine included, commonly lands between €40 and €70. Keep it as a weekly treat in the budget rather than a daily habit if you want the core totals above to hold.
Transport
City buses are cheap if you live near a line. SGM Lecce’s ordinary monthly pass is €30; AMTAB Bari’s ordinary 30-day pass is €35 (SGM; AMTAB). Many smaller towns have little or no urban network, so a car stops being optional.
For one modest petrol car driven about 800-1,000 km a month, fuel plus compulsory third-party insurance often lands around €150-200 a month in total, depending on the province and your no-claims history. Parking in historic centers is the hidden cost: residents’ permits help, tourist zones do not.
Two cars roughly doubles insurance and fuel. Couples who can share one car, and walk or bus for errands, keep the budget cleaner than the spreadsheet suggests.
Healthcare
Once you are registered with the Servizio Sanitario Nazionale (SSN), the family doctor (medico di base) is free at the point of use. Specialist visits and diagnostics on the public system usually carry a ticket (co-pay), nationally capped at €36.15 per prescription for outpatient care, with income-based exemptions administered locally. PugliaSalute publishes the 2026 income-exemption rules and automatic renewals from 1 April 2026 (PugliaSalute).
Private specialist visits are faster and paid in full unless you hold private insurance. Many couples keep a modest private policy for queues and dental work even after SSN registration; elective-residence visa applicants are often asked for private cover before they qualify for the public system. Exact premiums depend on age and plan, so get quotes rather than trusting a blog figure.
Prescription drugs use a separate co-pay system. Keep a small monthly buffer (€20-40) for pharmacy runs if no one has a chronic exemption.
What the core total leaves out
- TARI waste tax (annual, by comune).
- Mobile phones and subscriptions.
- Clothing, household goods and one-off furniture for an unfurnished flat.
- Eating out, travel and weekend trips.
- Private health insurance and dental work.
- A second car.
- Language courses, gym memberships and hobbies.
Add those back according to how you actually live. A careful couple in Lecce can keep the core near €1,250-1,400. Bari runs higher mainly because of rent. A smaller inland town can dip toward €1,100 if you find a fair lease and keep one car.
How to read the budget if you are still abroad
Convert the core total into your home currency only for a sense check, then think in euros. The rent line is the one to verify with live listings the week you plan to sign, not with a guide written months earlier. Utilities need a codice fiscale and usually a residence path before the contracts are clean; start that paperwork early.
If your plan depends on the 7% foreign-pensioner regime, remember that Bari, Lecce, Monopoli and Martina Franca sit over the population cap for a 2026 move. The cheaper inland rents and the tax map do not always overlap, which is why the town choice and the budget belong on the same page of your notebook.
FAQ
Is €2,000 a month enough for a couple in Puglia?
In Lecce or a smaller town, yes for a careful couple renting a modest flat, cooking most meals and running one car, with room left for eating out and small extras. In central Bari, €2,000 is tighter because rent alone can clear €800-900 for 65 m2 at asking prices.
Is Bari much more expensive than Lecce?
On housing, yes. September 2026 asking rents averaged €12.97/m2 in Bari and €9.38 in Lecce. Groceries and utilities are similar; the rent gap is the story.
Should we budget for two cars?
Only if you need them. One car plus a city bus pass is enough for many couples in Lecce or Bari. In towns with thin bus service, one car is the minimum; a second car is a lifestyle choice with a clear monthly cost.
Do these figures include the waste tax?
No. TARI is annual and set by your comune from floor area and household size. Keep it outside the monthly core.
Where do the grocery numbers come from?
ISTAT’s 2025 Puglia average puts food at about €444 a month across all household sizes. Our €280-350 couple range is a working estimate for two adults who cook most meals and use markets; it is not an ISTAT couple-only series.
